Thinking Like a Historian: Change and Continuity

In the 1920's, alcohol became illegal and crime spread, but many people ignored the Volstead Act and still drank.  Prohibition affected anyone who drank alcohol and crime affected everyone that lived in America.  The only people who were not affected were bootleggers because they didnt follow the law anyway.
